Not officially. The South Plains region is the 15 counties around Lubbock served by the South Plains Association of Governments. The Panhandle is the 26 counties north of it, from Parmer and Swisher to the Oklahoma line. People often use "Panhandle" for the whole High Plains, so if you're north of Plainview, see cotton gins in the Texas Panhandle.
USDA groups Dawson, Gaines, Martin, Howard and Glasscock counties with Lubbock in its Southern High Plains crop district, so we include them here too.
